Not sure if it is too late. I think this is related to Paperspace but colab_ssh. You can try the following to link the apt_pkg

cd /usr/lib/python3/dist-packages
sudo ln -s apt_pkg.cpython-38-x86_64-linux-gnu.so apt_pkg.so
