Description

This event is a dependency of the CSS View Transitions Level 2 spec (#302). See whatwg/html#9702 and the explainer for the motivation for this event.

Filing a separate RFP since the event is also fired outside the scope of ViewTransitions and can be implemented independently.

I'm planning to mark this as supportive in a week if there are no objections. The standard is reasonable, and @mattwoodrow is implementing it.
