Can't display Chinese

Description

Just like the title says, while playing certain games, Chinese can't be displayed at all. Where there used to be options, there is now only a border, and the text inside is gone. I have encountered this situation when playing games in Chinese for many times. I think this issue seriously affects the experience of game playing.
I write this issue after facing such problem playing 'CavalryGirls' (https://store.steampowered.com/app/2055050/Cavalry_Girls/). When playing some games on DLsites, there's also the same problem. Some games have much serious problem with Chinese display than this game, and some of the text in the game Settings and the dialogue in the story can't be displayed.

There's some picture below showing the problem:

1. Chinese can be displayed properly in the lobby

2. Chinese can not be displayed properly when hovering over the equipment to show details (but at the same time, there are some Chinese can be displayed properly) 3. Chinese can not be displayed properly when the esc is pressed and the Pause page is on

Steps to reproduce

1. Lunch Steam using Whisky
2. Lunch game 'Cavalry Girls' in Steam
3. Set the Game language into Chinese
4. Start a new game (Chinese display is OK in the lobby)
5. Buy some equipment
6. Hover over the equipment to show details
   Then you will see the place for details is empty with just a border and a black background
   And there's a second way, which is to press esc in the game to call the Pause page. And you will see three blank options for 'continue', 'setting' and 'quit'.

Expected behaviour

I hope someone can provide me some advice or even solution to this problem. And that would be great if the developer can develop such solution and add it to the program so that all game who provide Chinese can display Chinese properly. Also, if this problem is caused by my mistake, please tell me. I'll be very glad if this problem can be solved.
