Add dormtrak deficit

Dormtrak's main problem is its lack of user reviews. We can fix this by adding a Dormtrak deficit before this year's housing cycle, requiring that each user reviews their dorm in order to view Dormtrak pages. This would work in much the same way as Factrak, and would hopefully achieve the effect of making Dormtrak a more useful feature.

However, note that progress is currently blocked, since we have lost access to dorm data. As a result, no one can leave reviews on dormtrak.
