Evidently ROE can set ROEs currently not in season. Can complete said ROE as well.

Which RoE's is it allowing you to set that it shouldn't be able to?

I fixed this in commit 383f893.

Post a list and I will PR blocking the rest.

I had only tested one, and only tested it once. But it was complete a coalition assignment for deeds.
