I tried a few earlier versions of GZDoom to see if I could pinpoint where the breakage occurred but was not able to pin it down. Not sure at this point if it ever functioned correctly or if the problem occurs with other NPC's. I will play the game further and report back what I find. I have only ever played the original Strife (not recently) and just started the Veteran Edition so have not done anywhere near a complete A, B comparison.
Steps to reproduce the behaviour.
When interacting with the first NPC "Rowan" on the left immediately after leaving the starting interrogation area across from the sewage plant you can choose to accept a quest to kill and return the ring of a traitor. If you accept the quest and return to "Rowan" without the ring, interact with him and select the option "He's dead. Where's my money" you should be presented with the text dialog "Liar! Go Get The Ring". Instead nothing happens breaking NPC interaction.
