As a user, I want to be able to edit my account settings

A tab will be available in the profile under modify profile called Account Settings.
This tab will only be visible to self and moderation staff.

Users will be able to modify their:
display name
contact info
password
hide birthdate/gender

Moderation staff will be able to modify the above as well as:
date registered
primary membergroup
secondary memebrgroups

All users will see a readonly username field
