occasionally opening a constellation won't open all projects

Once in a blue moon I'll 'open' a constellation with 3 or 4 projects and not all of the windows will actually open. If I close the constellation and re-open it, all of the projects open fine. I could imagine a number of causes outside of sublime, in sublime, with other plugins, or with constellation.

• Next time this happens I need to confirm that they aren't doing something odd like opening minimized or opening on a different desktop.
• Add some logging that records: open projects & windows before and after constellation open/close operations, the diff of the two, and (if possible) explicitly detects/alerts if the expected projects aren't open or closed after a command.
