With EVERYONE_IS_MAINTAINER set, for instance, the concept of a package maintainer becomes meaningless, so the comment ends up being misleading as well as redundant, given that the person, performing the action, will be using their own Bugzilla account.

We could probably simply omit that detail and slightly reword the message.
