Yes,
Domain Admin or the user who have actions to manage roles can able to remove actions of built in roles

Describe the feature you are requesting, as well as the possible use case(s) for it.

We should prevent this , because this lead to role unreachable from entity, so the role members could not able to access the entity
Example: Domain have built in role admin with all actions
If some user remove all the actions, then domain admin members could not able to access the domain
