Implementation consistency should distinguish between approved and proposed #10

If an approved rule has new / updated examples, those examples become proposed. An implementor that is inconsistent with the proposed examples, but consistent with the approved ones will be listed as inconsistent. This is a problem. Ideally we should be able to show consistency for both the approved and the proposed version of the rule. But first it will be good to avoid listing an implementation as inconsistent if the inconsistency is with a proposed test case of an approved rule.
