Turn tasks on/off either programmatically or through an Abilities component #10

Helps configure AIs around a common base.
Doing this programmatically is useful when the configuration method is indirect; for example when configuring abilities based on traits, stats or combinations thereof.

Afaik in testing:

X r Y => X

X r Y => Y

Implies a "skipping" state that's not the same as the disabled/failing state. When "unchecking" a task for testing, we probably want skipping, whereas, when configuring agents, we likely want disabling (skipping = what happens if we omit a task; disabling = what happens if this task cannot be performed)
