Allow customisation of colour picker values

Feature description

These are currently fixed at hex3 (3 char hex where possible, standard 6 hex otherwise).

This can be customised to a number of other values (see this page). I propose we add a config setting with a default value (maybe hex3 to replicate existing behaviour).
