[Bug]: Picker does not open consistently on iPad devices

Expected behavior

The picker (or action menu) should open on tap of the trigger button.

Actual behavior

The picker does not always open.

How can we reproduce this issue?

1. Go to https://studio.webcomponents.dev/edit/collection/fO75441E1Q5ZlI0e9pgq/EYQn9T6wOnieZbv4xnPj/src/index.ts on an iPad device and make sure it's horizontal (or triggering desktop version)
2. Try to open the action menu
