Linux Package Rework - Write Process To Validate Parameters From Triggering Job & Validate Artifacts

Step 1 of the automation of the package installers is to validate the parameters provided by the triggering job, and validate that it points to valid, released artifacts present in the relevant github binary repo.

Process now validates and derives platform and build map from upstream parameters, allowing for arm32, and jdk8 versioning oddities.
