Azure DevOps build failing #1

If we follow the standard guide over:

https://docs.microsoft.com/en-us/azure/devops/pipelines/apps/windows/cpp?view=vsts

the build fails with link error: cannot open file 'MSVCRT.lib'

Resolution:

Change platform toolset from 'v141' to 'v140' in cpp-sample/cpp-sample.vcxproj
