Revisit how the plugin does quota management

The plugin expects its role to have quota so that it knows how many agent jobs it can spin up. However, the quota isn't actually indicative of wether a job will schedule or not, and, for example, if you schedule low-tier jobs they can run without quota (but may be preempted).
