Add related institutions to cards

The cards for Society should be updated to also add a field that would dictate which institutions would need to be in play for the card to be used. Some cards in Society are only used if institutions such as hospitals or precincts are in play. Cards should thus be annotated with the institutions they require and final images should be marked with the symbols for each in the lower left corner as shown in the directory readme.

Steps include:

• .svg files for cards with each institutional resource combination should be made and added to templates so that they can be used in generation
• Which cards are only applicable given certain institutions should also be added to the .txt files action_cards.txt and event_cards.txt
• The Python generation scripts should be updated to access the information added in the previous two steps
• The cards should be re-generated
