Steps to reproduce this issue

after import

<dependency>
            <groupId>org.apache.dubbo</groupId>
            <artifactId>dubbo-observability-spring-boot-starter</artifactId>
        </dependency>

the http://localhost:18888/actuator will only return

I can access http://localhost:18888/actuator/info http://localhost:18888/actuator/health
