Add possibility to delete any/all libraries in failing status #743

As a user I want to have possibility to delete failing libraries, so that i decreases the grid space which is occupied by failing libraries.

Acceptance criteria:

There is 'Delete' button nearby failed library
If user chooses 'Delete' button the failing library is deleted from instance

viravit added backlog obsolete and removed backlog labels
