What happened

在 StreamPark 中添加了两个 Flink 集群，在作业管理中手动选择第二个集群进行任务提交。然而，任务实际提交时却被发送到了第一个集群。通过检查数据库 t_flink_app 表中的 job_manager_url 字段发现，其值始终为第一个集群的 URL，但是表中的flink_cluster_id字段是第二个集群的id。
但是，当直接通过 Flink 命令行手动向第二个集群提交任务时，任务可以正常提交到指定集群。
