Add GitHub Actions for Windows Build and Testing in Debug and Release Modes

To improve the automation of builds and tests across different configurations, it would be great to add GitHub Actions for the following:

• Windows Build: Automatically build the project in both Debug and Release modes on a Windows environment.
• Automated Testing: Run all existing tests in both Debug and Release modes to ensure consistency and reliability across different configurations.

This would help streamline the development process and ensure that the project works seamlessly in different environments, enhancing cross-platform compatibility.
