Note: naming mirrors netipx.IPSet.OverlapsPrefix and netipds.PrefixSet.OverlapsPrefix
If a set covers a prefix, that means either:

  • the prefix is encompassed by an equal or larger one from the set
  • the prefix can be completely covered by equal or smaller ones from the set
