Add a Refresh Button

"When I hit page refresh to update data/time I am taken back to the East coast. An auto refresh would be helpful. "

We received some user feedback suggesting a refresh button that reloads the data and changes the time to current without changing the position or active layers on the map. I can picture this being useful for someone who keeps OceansMap open in a tab all day and needs to check it periodically. Open to discussion if we want this feature.
