Great example!
A few notes for the guide to simplify the local deployment:

I'd add info about what partition key to use when setting the collections (CustomerCode)
Seems there is a step missing for the creation of the storage table (billingItems)
Missing step for the creation of the different queues
Apart from these - fantastic work!
