I just saw a few issues get closed on a project I was following because the maintainers used this bot on it. Most of them were still relevant, but had no additional comments for a while. Because most people who create issues don't have the power to reopen them, this is very frustrating.
I'd suggest having a default grace period of 30 days. The bot can post a comment saying that there has been no activity in X days and will close the issue after another Y days. This gives someone the opportunity to respond, thereby keeping the issue open.
