Provide test problems/ConfigSpaces for quick optimizer integration

the config space list should have in total

• all types of HPs
• conditional search spaces

Provide this to quicker know whether an optimizer can handle all cases.
Also for the conditional search spaces: If an optimizer cannot handle those, allow_inactive_hyparameters=True when creating a Configuration.
