Allow non-image uploads

Dave Lennert: "We’ve had a few applicants who want to upload things besides photos: word docs, PDF, PowerPoint, etc. I realize that such things can be a security issue, so I’m not totally sure we’d want to ever allow it, but curious if you’d considered and what you thought."

This is a great idea but we should think about:

• Letting chapters opt-in to this (some might not want to deal with non-images)
• Having an interface so when publishing as a winner you can choose which items show up on the winner page and which are "application-only"
