IP stack doesn't buffer packets with unknown layer-2 destinations #4

In case of a miss in the ARP cache the first packet goes to ff:ff:ff:ff:ff:ff; after the cache is hot future data goes to the correct place.

Correct behavior would be to grab these packets out of the stream and hold in a buffer until they had a known destination or a timeout elapsed.
