The project doesn't yet use MODULE.bazel, and is has bazelversion set to 5.4.0 - it is possible that this is an impediment to using j2cl from bcr, if so this issue can serve as a note for others trying to use j2cl in this way, that it isn't ready yet.

There are both modules and rules defined in this repo.
https://github.com/google/j2cl/blob/master/build_defs/rules.bzl defines the various rules (and constants) that are intended to be consumed externally. Important ones include
