Jira Ticket: ALCS-2353

Description: When trying to create a tag that has been deleted before (using same name):

AR: Form gets reset and a warning message indicating "Tag is already existing" is shown.
ER: User should be able to create a tag. Also, when the tag is already existing, do not reset the form. User should be able to see what they have typed.
