Describe the task
Fix the issue where uploaded files in Compliance Reports have their filenames changed to a generic mix of numbers and letters when downloaded by an IDIR user. The goal is to ensure that the original file name remains unchanged upon download, eliminating the need for analysts to manually rename files.

Purpose
To improve workflow efficiency by maintaining the original file names, reducing extra steps for analysts when storing and organizing compliance report attachments.

Acceptance Criteria

• Ensure that files uploaded to Compliance Reports retain their original filename when downloaded.
• Verify that the fix applies to all user roles, particularly IDIR users who access these reports.
• Confirm that the issue does not affect file storage or accessibility in the system.
• Test the fix with multiple file types (e.g., PDFs, Excel, Word) to ensure consistent behavior.
• Validate that previously uploaded files also retain their original names upon download.

Additional context
Investigate whether the filename change is due to backend file storage settings or browser handling upon download. Other file downloads on the IDIR side, like transactions, don't have this issue and have a pre set name when downloaded with the date added.
