LCFS - BUG - Organization filter on the IDIR Transaction page

Describe the Bug
The Organization filter on the IDIR Transaction page incorrectly excludes Unregistered organizations from the list. As a result, users are unable to filter transactions related to these organizations.

Expected Behaviour

• The Organization filter should include both registered and unregistered organizations.
• Users should be able to select and filter transactions for Unregistered organizations.

Actual Behaviour

• The Organization filter does not display Unregistered organizations as selectable options.
• Users cannot filter transactions for these organizations.

Implications

• Users are unable to track transactions involving Unregistered organizations.
• Filtering functionality is incomplete, potentially leading to missing or inaccurate data views.
• May impact compliance monitoring and reporting.

Steps To Reproduce
User/Role: IDIR User

1. Navigate to the Transaction page.
2. Open the Organization filter dropdown.
3. Observe that Unregistered organizations are missing from the list.
4. Attempt to search for an Unregistered organization and confirm it cannot be selected.

Notes:

• Ensure Unregistered organizations are properly included in the filter list.
• Verify that adding Unregistered organizations does not impact performance or existing filters.
• Test with different user roles to confirm expected behavior.
