Description
Implement a delete action type for Final supply equipment schedules. Deleting a Final supply equipment entry must save a new record with the current compliance report ID to ensure proper audit tracking.

Task

• Update Final supply equipment deletion logic to insert a new record with the updated compliance report ID upon deletion.
• Tag the new record with the delete action type.
• Confirm that the changelog and reporting systems present the correct, updated information.

Acceptance Criteria

• Final supply equipment deletion results in a new record carrying the new compliance report ID.
• The record is appropriately flagged as a deletion.
• Relevant systems display the updated deletion record correctly.
