LCFS - Add "Download Excel" button for Compliance Reports

Describe the task

1. Add a "Download Excel" button to compliance reports on both the BCeID and IDIR sides.
2. Implement to download a compliance report in Excel format, ensuring:

• The report sections are saved as separate tabs in the Excel file.
• The summary and declaration table is included.
• The format follows the provided Excel template.

Purpose
To provide users with a structured, downloadable version of compliance reports in Excel format, improving accessibility, reporting, and data analysis capabilities.

Acceptance Criteria

• "Download Excel" button is added in the correct location based on the wireframe.
• Button is visible and functional for both BCeID and IDIR users.
• Compliance report downloads as an Excel (.xlsx) file with:
• Separate tabs for each section of the report.
• The summary and declaration table in a dedicated tab.
• Data is formatted as per the provided Excel template.
• Validate that all required report data is correctly exported into the corresponding Excel tabs.
• Test functionality across different browsers and user roles.

Additional context

• Refer to the wireframe for button placement and design.
• Ensure the Excel file format follows the provided template.
• Supplemental reports would only show latest values in the report.
