I don't think the changes highlighted for R >= 4 are correct:

  • There is no 64bit support in R's PRNG.
  • There is no Xoroshiro128+ support in R.

I have not checked the earlier versions.

Do you know where I can find history on PRNGs in R?

I am not aware of any resources that collects this information. If you want to go digging, you could start with the NEWS files in https://github.com/r-devel/r-svn/tree/main/doc and the history of https://github.com/r-devel/r-svn/blob/main/src/main/RNG.c.
