Ensure all Issue Labels are managed as code and common across all Orgs and Repos

A nightly workflow exists in my .github repos which ensures each repo's Issues are configured to include my standard Issue labels.

Im having trouble making the https://github.com/micnncim/action-label-syncer/tree/v1.3.0/ action actually do something. The action runs without error but the labels are never added to the repo.

I may need to switch over to trying others:

• https://github.com/julbme/gh-action-manage-label (runs a per repo basis)
• https://github.com/crazy-max/ghaction-github-labeler (runs a per repo basis)

I'm pretty sure the action I was testing with is abandoned. Ive asked the maintainer to comment. Will move onto a different action in the mean time.

Stalling because there doesnt appear to be an action that does what I want.
