[Bug]: Fresh install does not trigger onboarding

Bug description

After uninstalling Herd as per the docs I cannot get the onboarding to run.

I've tried running sudo /Library/PrivilegedHelperTools/de.beyondco.herd.helper uninstall before re-installing as suggested here: #1096 but I still cannot get a fresh install to trigger the onboarding.

It seems the de.beyondco.herd.helper file is never there.

As a result, trying to launch herd does nothing, it instantly closes. No crash report.
