Adding more atlases to the container image?

There are three atlases in the container right now and the choice is pretty opinionated.

Looking at the atlases in the current collection of template (MNI152NLin2009cAsym and MNI152NLin6Asym), we are only missing Harvard-Oxford atlas.

Currently we have documentation on how to supply their own atlas. This is already a trimmed down version of niprep documentation on the same topic.

The last bit we might need to consider is the new BIDS spec for atlas specifically in the BIDS-connectome BEP. Will this change how atlases would interact with users?

What I can do now: add Harvard-Oxford atlas, and we make a note on updates if people contribute to templateflow

With the 0.5.0 release I also trimmed down the container size. This would make me feel more comfortable with packaging atlases in the container.
