Fan Voltage #29

I saw a video that stated the fan output voltage is 24v. If I'm using a 12v PSU, wouldn't the fan output voltage be 12v? Seems like a silly question but I wanted to make sure before plugging in a 12v fan.

All fan outputs are connected to VCC, this is the input voltage on the power connector P25.
