why the "WindowsPerformanceCounter.config" reading every 10 sec?

i am checked the "CollectdWin_debug.log"
The following information was in the "CollectdWin_debug.log".

i can't understand the "WindowsPerformanceCounter.config" reading every 10 sec.
i've setting this.

sorry. My question was wrong.

i'am setting Interval to WindowsPerformanceCeounter.conf.
it is value 900.

<WindowsPerformanceCounter> <RefreshInstancesConfiguration Enable="false" Interval="900" /> <Counters>

but is reloading WindowsPerformanceCounter every 10 sec.

My settings was wrong?
