Implement interface to genealogical nearest neighbors

Now that I know at least a little bit about tree sequences in general, it would be worth taking a look at implementing a slendr R interface to tskit's geneaological nearest neighbors.

(Perhaps it's also worth taking a look at some other tskit statistics that haven't been added yet to the R interface.)
