Some of the variables that should be extracted are:

LocalPyPIController::_remotePypiBaseDir
LocalPyPIController::_baseHTMLFileName
LocalPyPIController::_packageHTMLFileName

LocalPyPIController::_regexZIPAndTars

LocalPyPIController::_dryRunsTmpDir

LocalPyPIController::__getLink(retries, timeBetweenRetries)
