Add config reload, and config dump commands

Something like !config reload and !config dump, these should only be runnable by users with the "moderator_role" (#1)

!config reload Reloads the bot's config, so that the running bot is in sync with the config files (Currently, the config files can be changed while the bot is running, and the only way to get them in sync again is to stop and restart the container)

!config dump Dumps the currently running bot's config in a message as yaml. Ideally, there would be a way to only show the config to the user who ran the command, but I am not sure if that is possible
