It may not be possible to resolve this issue directly because Microsoft's server restrictions on downloads cause it. However, if you wait at least 6 hours and then retry the FlyBy11/Fido script, their servers should allow the download of the Windows 11 ISO. Also, please make sure your VPN is turned off during the process.
