Increase cointrunk article title length limit #19

Article title length limit should be higher than current limit: 140.

I'd go for 250-300 chars.

On a second thought, I'd use a configurable parameter for this. Community should vote how long the title can be.

in feature/v6.1 branch will fix it by increasing the hardcoded value.

To be discussed on making it an on-chain parameter in v7 or v8 when we migrate away from cosmos-sd/parms module which is deprecated.
