Configure renovate to update the pip version in charmcraft.yaml files

Context

The changes made in #648 pin the pip version in the charmcraft.yaml for charms in this repo to enable reproducible builds (see #648 (comment)), and adds a comment that enables us to configure renovate (# renovate: charmcraft-pip-latest). We can use https://github.com/canonical/data-platform/tree/main/renovate_presets as reference to configure renovate so that it keeps the pip version up to date.
