docs: update content around popover nesting

Usage tab

• Update the popover documentation to clearly state our recommendations around not nesting popovers within each other.
• Suggest that it can be okay to have tooltips present in a popover on interactive elements if needed, but to account for where and how the tooltip will open so it does not get cut off within the popover container.
