Add the descriptions for each new data source to pudl.metadata.sources.py to make it possible to archive each dataset. This should describe the location and contents and partitions of each dataset.

A precursor to catalyst-cooperative/pudl-archiver#293, catalyst-cooperative/pudl-archiver#294, catalyst-cooperative/pudl-archiver#295.
