Table pattern update: Sticky header rows of full-size tables in separate tabs #1055

If viewing tables with multiple rows of data, having the ability to see the column headers as you scroll is extremely helpful.

Notes
This would not be a default pattern improvement, but could see it as a default of the full screen table variation.

FYI for if/when we work on this, USWDS has a sticky table header option.
